Understanding

What HR & staffing solutions mean

What are HR & staffing solutions?

Human resource & staffing solutions provide end-to-end HR management services for NGOs, government programs, and development organizations — handling every aspect from recruitment to retirement.

Coodu Trust deploys and manages a dedicated workforce of 400 sanitary workers across the divisions of Dindigul City Municipal Corporation, together with 110 Domestic Breeding Checkers for the same Corporation. Separately, trainees from our own skilling programmes are placed into employment — 582 DDU-GKY graduates into textile mills in Karur and Tiruppur in 2024–25, and 45 as sewing machine operators at K. S. Maniam.

The trust also supplies contract labour to public-sector industrial establishments. It holds a Form VI contractor licence from the Directorate of Industrial Safety and Health, Karur, to provide support services for sundry jobs at the TNPL main site — Tamil Nadu Newsprint and Papers Limited, Kagithapuram, Pugalur, Karur — for up to 450 contract workers, valid to 31 December 2027. It is the largest single workforce the trust is licensed for. The trust has also held a central contract labour licence for cement plant and administrative office work at Tamilnadu Cements Corporation Limited (TANCEM), Alangulam Works, Virudhunagar, for up to 188 workers.

Our HR services encompass recruitment and selection, training and development, performance management, compliance and payroll, employee welfare, and workforce planning. We understand the challenges of managing diverse teams across multiple locations, seasonal staffing requirements, and the importance of maintaining mission alignment while ensuring professional management practices.

Why this work matters

The challenge on the ground — and our answer

The challenge

HR overheads pull focus from the mission

Development organizations spend scarce time and capacity on recruitment, payroll and paperwork instead of the program delivery they exist for.

Our response

Full-service HR management

We handle all aspects from recruitment to retirement — payroll, appraisals, training and grievance handling — so clients can focus on program delivery.

The challenge

Large frontline workforces are hard to run well

Managing hundreds of field workers, sanitation staff and seasonal employees demands safety training, attendance tracking and welfare systems few organizations can build alone.

Our response

Workforce management at municipal scale

Bulk recruitment, safety equipment, health checkups and payroll for large teams — 400+ sanitation workers managed for Dindigul MC, and a Form VI contractor licence for up to 450 workers at the TNPL main site in Karur, with full compliance and welfare measures.

The challenge

Time-bound projects can't wait for slow hiring

Government schemes, CSR projects and donor-funded programs need qualified professionals in place quickly — often across sectors and locations.

Our response

A ready talent pool for rapid deployment

We maintain a talent pool of development professionals — program managers, field officers, technical specialists and M&E analysts — enabling quick mobilization for time-bound projects.

The challenge

Compliance lapses put workers at risk

Labor law, statutory payments and documentation are complex — and failures hurt the frontline workers who can least afford it.

Our response

Workforce welfare and dignity of labour

PF, ESI and PT payments, minimum wages, safety regulations and audit-ready documentation — delivered with a dignity of labor approach and worker welfare schemes.
