What are strategic planning & advisory services?

Strategic planning & advisory services mean being engaged by a government department or agency to design, support or evaluate a programme rather than to run it. Coodu Trust has held a number of such assignments, and this page sets out what they were.

The trust has carried a Research & Consultancy division since at least 2005–06, and states as one of its objectives that it will “provide consultancy services in project design, management and evaluation of developmental projects”. “Research, monitoring, evaluation and documentation” is still listed as one of its core areas of work in the 2024–25 annual report.

The 2011–12 annual report sets out four client assignments in full, with values, durations and staff-months. The largest was the capacity building of Water Users Associations for Participatory Irrigation Management in the Arjuna nadhi, Nichaba nadhi and Kalingalar sub-basins — ₹1,11,30,000 over 30 months and 630 staff-months for the Executive Engineer, WRO/PWD, Upper Vaippar Basin, Rajapalayam. Alongside it ran an Integrated Watershed Management Programme assignment of ₹18,00,000 for the Joint Directors of Agriculture in Karur, Namakkal, Tirunelveli and Tiruvallur; a Mahalir Thittam assignment of ₹39,60,000 for the Project Officer in Karur; and a Targeted Intervention of ₹19,00,000 for TANSACS in Pudukottai.

Earlier and alongside those contracts, the trust's advisory work took the form of evaluation and survey assignments for District Rural Development Agencies — mid-term and final evaluations of watershed projects, performance reports, socio-economic and benchmark surveys, Below Poverty Line survey computerisation, a rapid livelihoods assessment of the Piranmalai Kallar communities across five blocks of Dindigul, and the re-survey of bonded labourers in Karur district for the Adi Dravidar Welfare Department.

Institutional strengthening

Under the WRO/PWD consultancy the trust built the capacity of every member of the Water Users Association managing committees and of their four sub-committees, and worked specifically to bring women members into active roles.

The challenge

Programs that end when the consultant leaves

Without knowledge transfer and local capacity, gains fade as soon as external support is withdrawn.

Knowledge transfer & capacity building

Seven separate watershed training manuals were written and published for each block we worked in, alongside project reports, survey reports and IEC material — so the knowledge stayed with the community institutions after the assignment ended.
